DRDO technical officers oppose recommendations of sixth Pay Commission

Taking strong exception to the recommendations of the sixth Pay Commission, the technical officers of Defence Research and Development Organi-sation (DRDO) here have alleged disparity and anomalies in comparison to the scientists.
The zonal secretary of the Technical Officers’ Association of DRDO (eastern zone) Mr PC Pati expressed unhappiness over the recommendations and mentioned that scientists and technical officers under DRDO contribute equally for growth and development and share responsibilities of the organisation in all respects.
“Although the pay scales, duties and responsibilities are identical, the scientists get their promotions within three to four years, whereas we get the same after a long period of seven to nine years” Mr Pati said.
“The commission has undermined the contributions of technical officers in various scientific and research development programmes in the field of arms, ammunitions, explosives, missiles and other defence products” he further alleged flaying the recommendations.
“The fifth Pay Commission had recommended a pay scale of Rs 7,500- Rs 12,000 for technical officers grade-A. While the same, in fact, was not implemented, they were given in scale of Rs 7,450- Rs 11,500,” he pointed out.
The association now demands the removal of anomalous pay of scales.
“While scientists, in some cases get, advance increments and other allowances like update allowances and incentive, we are deprived of the same,” Mr Pati rued.
“The disparities between the scientists and technical officers should be removed and recommendations should be made as unified cadre” he demanded, adding “we too want flexible complimenting schemes for all grade-A technical officers”.

    A scientist joining/promoted in DRDO under the DRDS cadre so long has been considered at par with Technical Officer in terms of pay scales after the formation of DRTC for technical officers. It is , the experience speaks for their status so long and not the qualification alone. The VI pay commission ignores the status of DRTC cadre and try to supress the status of technical Officers (with more years of experience in DRDO) by giving more pay to DRDS. Mere educational qualification alone cannot be compared with the experienced person serving in the department. Atleaset, now at this stage, the Technical Officers cadre should be delinked from DRTC scheme and merged at par with DRDS as a one time measure.

    Sir, Your points are well taken and are 100% genuine. Sir this parrity is not only in scales but also in the retirement age.
    Hence i suggest to demand that, the system of linking service benifits with respect to cadre be obolish and it should be linked with scale irrespective of various designations.
    Ex. An employee with a basic of 10,000 will enjoy a set of benifits without considering his designation, wheather he is an Engineer, Officer, Scientist, Doctor, Professor, etc. ….

    also STA C is merged with TO A it is almost a demotion that TO A got out of 6th pay comm after 15 years of experience TO A has been put back virtually from gazetted rank to non gazetted rank and loosing bonus and other facility enjoyed by non gazetted.
