Govt may not agree on performance incentives.

The Centre is unlikely to accept the 6th Pay Commission’s recommendations for providing better remuneration for high performers, sources close to the development told.
The high-level committee of secretaries, headed by cabinet secretary K M Chandrasekhar, found it difficult to devise a modality to differentiate 20% higher performers among group A officers who could have qualified to get 1% more annual increments if the pay panel’s recommendation is accepted.
A member of the committee said: “There were discussion on the issue of performance-linked increments. But it’s not feasible in a month or two to draw up a modality which can differentiate performing officers from non-performers. So, I don’t think, we will accept that recommendation.” The 12-member committee, which has been reviewing the pay panel report, comprises of secretaries of home, defence, revenue, expenditure and the member secretary of railway board. The committee may sit for a couple of more meetings before it sends the final report for the Cabinet approval.
Significantly, the pay commission recommended that 80% or more employees of high ranked (pay band 3) group A officers should be given a normal annual increment of 2.5% whereas “high performers, not exceeding 20% during a year, should be allowed increments at a higher rate of 3.5%.” It suggested the idea of better increments for high-performing government employees after it received a detailed report from IIM-Ahmedabad.

wow, high performers in todays environment means:
1.chamchas to political bosses
2. chamchas to departmental heads
3. yes men who do what the local thugs order them to do no matter
even if any one of the above is unlawful (it will certainly be) against the society and against the conscience.
as all the IAS and other top officers are already high performers if not highest the difficulty is understandable.

I think that every officer/babu in the finance ministry who is involved in the decision aking progress of the pay matters of the defence ministry should be sent on a yearly tour to the various field units in the hot bed areas starting with the Siachen and later the Andamans.Let them be given all facilities but let them also see and undergo the similar conditions. Their eyes will open up to the reality of the service conditons at least to some extent.
performance based incentive is already there in the form of promotions etc and it is difficult to say who has done better given the same plating field.
alternately acclerarated promotion or out of turn promotion can be given to the deserving.(provision already exists ,but only needs to be implemented).

The scheme of enhanced increment will only degeenerate into a reward for pliant officers as opposed to officers of integrity with courage to do the right thing.

performance linked increments will not work in india because the country is already divided by religion, caste and reservations. such a case how can a general category employee expect increment on his best performance if it is not recogonised by the assessing officer who is enjoying the benefits of facility being provided by our government of india

The actual work performer will be rewarded is doubtful, however, spoonism will surely get a better opportunity. It is a big question that how the actual performance will be counted.
It is better that a suitable critiria may please fixed first to judge the actual performer and not spoon and the actual performer must be rewarded either by way of extra increment or out of turn promotion. Judging the suitability, work atmosphere, working condition, pressures and the difficulties may kept in mind.

Wow, sudhakar pinglay, you are bang on target. It is basically the chamchas who are ruling the roost in government agencies. Already the chamchas are being given honororium and other perks even if they are supposed to do the work alloted by thier heads.
