Modifications on pay panel report presented to PM; 6600 minimum basic, 90000 maximum

Cabinet Secretary K M Chandrasekhar on Monday made a presentation on modifications of 6th Pay Commission recommendations before Prime Minister Manmohan Singh.

Although the details of the improvements, suggested by the high-level committee, were not known immediately, it is learnt that the committee informed the Prime Minister about the financial implications of the modifications.

The Government had earlier asked a committee of secretaries, headed by Chandrasekhar, to look into the recommendations made by Justice B N Srikrishna, who headed the 6th Pay Commission, on the salary structure of government employees following protests from different groups, especially personnel from the armed forces and IPS officers.

The pay commission has suggested an effective increase of 28 per cent in salaries of over four million central government employees.

The commission recommended implementation of the revised pay from January 1, 2006, which would impose an arrear payout burden of Rs 18,060 crore on the government.

The revised pays fixed the salary of Cabinet Secretary at Rs 90,000 a month and that for a Secretary at Rs 80,000 per month, while making Rs 6,660 as the minimum entry level salary.

Recommending a substantial increase in allowances and other benefits, the Commission also suggested a 40 per cent increase in pension and family pension.

    If the minimum pay is Rs. 6,600/-, it is not require to us. There is much diffence between up and below level. In these hard days the minimum basic should be Rs. 10,000/- to survive our family having at least two children and old age parents. If any person have un-married daughter or younger sister, then he what will do ? So that please revise the pay scale. If it will be the matter of national leaders then no commission were require, they should amended many times without any……………….

    I request the Govt to implement pay revision immediately while taking following sugestions.
    1.Gap of Ten years between two pay commission should be reduced to five years.
    2.Instead of abolishing CCA,Trasport Allownces can be done away as it was fixed by V pay commission irrationally.
    (For eg.For A1 cities TA is Rs.100,Rs.400 Rs.800).This illogical rates are now going to be quadtripled which will make huge
    difference between scales.
    3.When ever DA is declared once in a six month,it should be merged with Basic pay,which will really cussion inflation.
    4.Do away proposed Grade Pay.One single basic pay for one scale is enough to avoid unnecessary confution.
    5.Do away upper limit of pay scale.
    6.All allowances should be expressed in % basis to the Basic pay.
    7.For income tax purpose recover some predetermined % on Gross salary.Say 1%.Abolish all exemptions & deductions.

    I agree with RK Singh, RRCAT. With inflation soraing above 12% and increase of prices in the regular commodities, a Group D staff at entry level must at least have Rs.10,000/-. It is feared that inflation will further rise and the regular commodities after implementation of SPC. Simply speaking, whenever there is hike petrol prices, all the commodities are hiked. The threat of I.Tax is always there especially now when we receive the arrears, unless the Govt. hikes the I.Tax limit.

    Now days with Rs.6.600/-per month is not a good salary.
    The Minimum Basic pay must be increased upto Rs.10,000/-. The JCM Demanded it but not get it. If available the full report of secretaries we well get clear cut information on pay commission.

    It is a paleasure to know that the entire process of implementation of pay commission recommendations will be completed soon, especially in the light of growing inflation and borrwing rates. I hope that the government will approve the recommendations in the next cabinet meeting.

    The Govt. should consider the demands of scientists in various scientific organizations in the country. In view of the reluctancy of students opting for scientific career,steps should be taken to encourage students opting science/biomedical subjects. This could be done by offering a respectable salary for scientists.The govt. should take care the benefits of scientists in implementing the 6th PC report.

    Now a days none of the best candidates are coming forward to serve DAE,DRDO and other scientific organizations in the country.gov should create atmosphere so that the best candidate should think over it . The Govt. should consider the demands of scientists in various scientific organizations in the country

    I fully agree with those friends who are in support of min.basic pay and it shoulb be Rs 10,000/-. Because of the increae in the inflation, 2 or 3 months after the implementatin of 6pc, again we will be in the same situation, as we are facing now and it would be difficult to survive. So all unions have to fight for increase in the min.basic pay. Dear Sir (all JCM),if we miss this chance , in future it won’t come again. Better to STRIKE THE IRON WHN IT IS HOT.

    We the people of India having largest populous country in the world are still striving for survive for foods, basic education & medical facilities. There is much diffence between upper/higher echelons and lower level government servants. In these hard days the minimum basic pay should be at least Rs. 10,000/- to survive our family members having at least two children and either old age parents or dependent brothers & sisters. If there is any un-married daughter/sister, then what he will do ? I therefore, beseech the Committee’s chairperson headed by Cabinet Secretary to look into the matters of poor paid employees and arrange for hike on the salary structure especially for lower rung officials.

    Thanks for the information. I don’t really understand the reasons for this inordinate delay when best part of the work has already been completed by the VI PC. Minor modifications can easily be done, if proper attention is paid and top priority accorded. It seems nobody is bothered about the Group D and C employees who are otherwise coming under aam aadmi category. I would like to reiterate the fact that cut down expenditure and pay well through reasonable and justified salary compensation.

    I am drawing basic salary at 8500/- p.m. in the scale of 7500-12500. From arrear calaculator may arear is calculated negative from last 6 months. Then how the increase has been calculate either at 28% or 40% on existing scales.

    I agree with suggession that hte minimum pay should be Rs.10000/ There should not be wide gap between lowest paid and highest paid. Pay commission’s DA anomoly is to make employees’ organosations to demand for 1.86 hike instead of 1.74. Thank you for giving updated information on pay commissionreport

    This problem of pay commission can be solved for the service men and ex-servicemen only when there is a separate pay commission for the Armed forces and the exservicemen.When the service conditions are totally different,there cannot justifiably be a common pay commission.This is what has been creating a problem all along.

    The Govt. should consider the demands of All India Radio Employees . In view of the reluctancy of staff opting for Broadcasting as a career,steps should be taken to encourage opting AIR .     The hopes of millions of Central government employees, including those from defence and paramilitary forces, for early implementation of their long-pending wage revision are likely to be dashed, as the government is set to refer the Sixth Pay Commission report to the 13th Finance Commission for evaluation and possible impact on the fiscal health of the country.

    Sources in the government confirmed that the pay commission report is going to be taken up by the Union Cabinet for consideration during its meeting on Thursday. But as the Cabinet notes suggest, the report is most likely to be referred to the 13th Finance Commission to asses the impact on government treasury, they added.

    Interestingly, issues relating to oil bonds worth Rs 39.5 thousand crores and fertiliser subsidies worth about more than Rs 1 lakh crore are also slated to be referred to the Finance Commission.

    These issues have been referred to the commission with a set of terms of reference, which include cost assessment in case of the Sixth Pay Commission report. While in case of oil and fertiliser subsidies, the commission has to decide how to stager in repayment and minimise the impact on government exchequer.

    The Finance Commission is headed by Mr Vijay L. Kelkar, former Union finance secretary and adviser to the finance minister.

    The other members include Ms Indira Rajaraman, emeritus professor, National Institute of Public Finance and Policy, Mr Abusaleh Shariff, chief economist, National Council of Applied Economic Research and Mr Atul Sarma, former vice-chancellor, Rajiv Gandhi University (formerly Arunachal University). Mr Sumit Bose is the secretary to the commission, while Mr B.K. Chaturvedi, member, Planning Commission, is a part-time member.

    Incidentally, Prime Minister Manmohan Singh on Tuesday had a presentation session on the Sixth Pay Commission report with Cabinet Secretary K.M. Chandrashekhar. (source: Asian Age)

    Folks, forget Pay commission. Its not coming. Nobody is bothered about us. Our leaders have gone into sleep. Lets wait for the next pay commission by 2020.

Considering the inflation and present cost of living, the pay hike should be minimum Rs.10,000/- for a Group D government employee. The Group D employees are the actual hard working people in an organisation and the real sufferers. Therefore, they should be satisfied first. The minimum pay is less than Rs.10,000/- the living condition of the lower group employees will further deteriorate, which ultimately affect the working environment of an organisation.

    The pay commission they going to give is for the next 10 years. so they have to consider the next 10 years inflation while fixing the pay scales. the recommendation given in CPC is not even equating the present inflation.

    sir what about ex service man as when he is yong all life he is giving to the nation and india sleep with secured night bu the armed forces personels
    and when in old age he can not do any thing how he will pull on his life and family life
    also there is no training or education or devolopmnt training given them on which they could get jobs outside other that loyelity

    there is no value for the ex service mans and their family
    i have lots of examples if you permitt i will give set example

    please look into this matter and do some devolopment not by raising the pension but by giving a suitable job according to the age

    While obeserving the SPC most VIP type of name found (an ARMY OFFICER). it is showing that after completing the whole service after retirement (having fund, Gratuity, insurance and etc) if the soldiers are giving there views on SPC and they are taking interest in it. it is very serious kind of matter for having excellent image of previous FINANCE MINISTER SHRI MANMOHAN SINGH.CURRENT PRIME MIMISTER OF INDIA.. .he is well known financial player of Indian economy.. & IN HIS REGIME SUCH ISSUE IS PENDING A LOT. When the pay commission board done survey of different countries, and localities, various government . after TAKING so much time what they found..? what they came to decide..? where are their views..? everybody is waiting that either today or tomorrow GOOD NEWs will come..? and at last the mountain is going to birth a mouse. that the SPC MAY DEBBARDED FOR NEXT 2 YEARS….ALSO GIVING THERAT OF SNATCHING TWO YEARS AREARS WELL WHAT EVER RESULT MAY BE DECLARED… THE BOARD MUST START ITS WORKING FOR THE NEXT PAY COMMISSION COMMING IN 2016 SINCE TODAY SO THAT IT MUST NOT DEFFERRRR DUE TO USELESS REASON.     Dear sir,
    Thanks for the latest information shared on 6th cpc report.I am also in opinion that the minimum pay an employee,should not be less than Rs10000.00 p.m.Because,ten years ago approximately once I read in a leading union magazine that the minimum monthly salary of an employee should be at least Rs27000.00 p.m. to maintain a family consisting of 5 members ie one couple,two children and one dependant taking into consideration of per capita income and expenditure prevaling then. But at present,just imagine my friends what minimum salary is paid to an employee by the Govt. It’s quite negligible. So the minimum pay of Rs10000.00 as claimed for an employee, is quite justified.Besides , it’s not for one or two years , rather it is for another ten years.Accordingly other pay scales should need to be revised at uniform rate to have control over burning inflation.
    Besides above why the position of recommended latest pay scales are not disclosed , is not understood when the RIGHT TO INFORMATION ACT is prevailing in the country.So the position needs to be transparent to all in my view.
    As regards effective date of 6th cpc report,it should be from 01.01.2006. In no case it should be deferred.

    I am of the opinon that the pay commision report must be effective from 1.1.2006 itself. May good sense prevail and let us hope govt makes announcement about implementation of SPC on or before Diwali or latest by November, 08 when the Delhi elections are due.     No mention is made about the plight of pensioners and their pension who have served whole life sincerely. Govt. takes

    decisions to convert Govt. Research Institutions to autonomous bodies, those who served for more than 20 years under

    govt. over night loose the benefit of CGHS facilities, and render them helpless at old age when old age ailments are many.

    Is it right dear fellows? Should such issues not be considered by Pay Commissions? Including better pension, no tax and

    other concessions? Why after commutation 15 years are required for full pension why not 10 yrs or 5 years at such a high

    cost of living/survival. It is an appeal to give due consideration to issues of pensioners by the honorable govt. As there is

    non to represent their grievances and problems. Pay commissions should assign a seperate chapter for Pensioners.

    sir as per initial 5th CPC report ,Basic pension i.e Rs.5425 is equal to Rs 12261 inclusive of commuted value.The basic pension fixed for honorary captains or equals of IAF /INDIAN NAVY is Rs 13850/ inclusive of 50%MSP i.e Rs3000but if u add Rs 3000 into initial basic pension of Rs 12261/,it comes to Rs 15261/,that mean they will be getting less pension .can anyone who knows better on pay calculation please clarify this.shall be very grateful.THANKS
