Pay panel review : PM’s response awaited

Millions of central government employees, including those from defence and paramilitary forces, are eagerly waiting for Prime Minister Manmohan Singh’s response to the changes suggested by a high-level committee that examined the proposals of the 6th Pay Commission.

On Monday, the committee, headed by cabinet secretary K M Chandrasekhar and comprising secretaries of other key ministries, apprised the PM of the modifications made in the original recommendations, besides telling him about the financial burden that the implementation of the pay report would entail.

Top government sources, however, maintained that the changes were “only minor” as the original report was in itself a complete exercise and the hikes suggested were “already satisfactory”.

They, however, indicated “some changes” in salaries and allowances of defence, paramilitary and police personnel. The review report is expected to be presented at the next meeting of the Union Cabinet and, if cleared, implemented thereafter. Sources said the entire exercise should not take “more than 10 days”, provided the Cabinet does not call for clarifications.

The implementation of the report’s key financial proposals is likely to further aggravate the inflationary pressure that is already impacting the economy adversely. According to the original report, submitted on March 24, the proposals are to be implemented with effect from January 2006 and the employees are anxiously waiting to receive the arrears of 31 months (till July), which should be a good amount at all levels.

The arrear payment burden itself would be over Rs 18,000 crore, but employee associations have argued that at the current salary levels, government servants are finding it hard to cope with rising prices.

    Kindly let us know the impact of Rs. 18,000 gross amount or after deducting the IT arrears from the entitled amount of arrears. What is the net amount after deducting/receiving by the Government. In other words the expenditure is net amount or Cross expenditure without receiving the IT. Kindly clarify.

    We are already getting bored to listen that arrears will effect the inflation badly. On the other hand employees are also not happy. So the cabnit should not bothered all these things & take the decision to implement recommendations of SPC as well as suggestions of CPC. As the matter has already been delayed very much.

    Since last 8-10 days we have been getting lot of information on CPC.But none of the information has been confirmed by any of govt. official/spokesman.In fact, the whole maza of having pay commission has gone as govt. has unduly delayed its implementation.

    who says govt will spent Rs.18000/- Crore. Please calulate properly. Govt. will get back major revenue through TDS, sales tax,service tax etc. The govt. servant is to incur expenditure which in liew increse the GDP and improve the economy of country.

    Now the pay panel ball is in the court of Prime minister who always right at his level. he was beurocrate now a politician he will give all the dues in time pl wait 10 days more. i want to disscuss about the proposed pay scales-
    just see yr basic pay as on 1-1-06 multiply by 86% add grade pay (revised as 2500 initial stage)and rond off can divide by 10 will be yr new pay as on 1-1-06 ie, basic pay 6500/- *.86=5590+6500+6000(revised grade pay)=18090/-. this is yr basic pay as on 1-1-06. the govt will not in condition to give u more than this basic pay. DA + allces as it is given by 6th cpc.v saw a lage no of proposed pay scales were given in different daily papers but no one has confirmed it.v r waiting eagerly when PM WILL ANNOUNCE.God save the Govt .

    Govt should not listen to IAS people and ignore the sentiments Govt employees especially armed force personnel. They should be addressed with utmost care and implment 6th pay commission recommendations without any further delay

    Since the outcome of 6th CPC report, one part is not at all clear. Srikrishna had recommended merger of 5000-8000, 5500-9000 and 6500-10500 to maintain a parity in field and secretariate offices amongst Assistants or similarly placed cadres. In some field offices, 1st ACP is granted to 5500-9000 and 2nd ACP is granted as 6500-10500. Again in some offices, people get promotion from 5500-9000 to 6500-10500 (i.e. become Gazetted Officers from Non-Gazetted Group ‘C’). This merger has not not clarified anything regarding such cases. Can someone clarify me what is the alternative CoS has thought? What is the alternative one has to get in the case of ACP grants or in the case of promotions due to the merger of 5000-8000, 5500-9000 and 6500-10500 scales?

    it will be better to implement the pay commision from 01 Jan 2006 so that the employees can get a little huge amount as arrears which can be helpful for them those who have grownup children.

    As per the Howrah news service it may get some delay as there is a chance of govt. referring the matter to 13th finance commission about the financial implication on the exchequer on implementation of the 6th pay commission.

    The prime Minister is aperson needs to be respected. He is a person who took his pain for constituting the PC by way saying that there is 1/2% increase if the pay commission implemented. Since he has taken the initial pain, he definitely give us correct due w.e.f. 1.1.2006. Await and see wgat is available in the stock.

    Dear Sir,

    His Excellency the Hon’ble Prime Minister of India, is a very sympathetic person and he will certainly brood over our 6th Pay Commission report submitted to him. The PM of India knows very well the burden of the government servants, thus he will certainly hike the current salary levels/structure as the employees are finding very hard to cope with alarming rising prices.

    July 30: The hopes of millions of Central government employees, including those from defence and paramilitary forces, for early implementation of their long-pending wage revision are likely to be dashed, as the government is set to refer the Sixth Pay Commission report to the 13th Finance Commission for evaluation and possible impact on the fiscal health of the country.
    Sources in the government confirmed that the pay commission report is going to be taken up by the Union Cabinet for consideration during its meeting on Thursday. But as the Cabinet notes suggest, the report is most likely to be referred to the 13th Finance Commission to asses the impact on government treasury, they added.
    Interestingly, issues relating to oil bonds worth Rs 39.5 thousand crores and fertiliser subsidies worth about more than Rs 1 lakh crore are also slated to be referred to the Finance Commission.
    These issues have been referred to the commission with a set of terms of reference, which include cost assessment in case of the Sixth Pay Commission report. While in case of oil and fertiliser subsidies, the commission has to decide how to stager in repayment and minimise the impact on government exchequer.
    The Finance Commission is headed by Mr Vijay L. Kelkar, former Union finance secretary and adviser to the finance minister.
    The other members include Ms Indira Rajaraman, emeritus professor, National Institute of Public Finance and Policy, Mr Abusaleh Shariff, chief economist, National Council of Applied Economic Research and Mr Atul Sarma, former vice-chancellor, Rajiv Gandhi University (formerly Arunachal University). Mr Sumit Bose is the secretary to the commission, while Mr B.K. Chaturvedi, member, Planning Commission, is a part-time member.
    Incidentally, Prime Minister Manmohan Singh on Tuesday had a presentation session on the Sixth Pay Commission report with Cabinet Secretary K.M. Chandrashekhar.

    It’s another dis-heartening news that the implementation of 6PC report is is getting further delayed , by referring it to the 13th Finance Commission. All the Financial implications are alredy overed in the Report. Moreover, these have also been examined and reported to have beeen presented to th P.M. It , now, only requires a political decission and shoukd not take time, if there is a will.

    This is also a tactic. If the pay commission is implimented and you get arrears and new pay now, you will forget this in another 8 months and will not vote for UPA. Hence, the pay commission will be implimented around one month before the general elections and you will get the arrears on the eve of election so that you will be happy and vote for the Govt. So please wait for another six or seven months to get pay commission

    The VI CPC denyied the Central Govt employees Interim Relief saying it will affect Inflation when it was set up. Then the inflation was mear 6% in 2006. Till now we have not got single paise from the VI CPC even then the inlation today has touched 12% which clearly establishes the fact that there is no relation between Inflation and Central Govt employees salary or arrears. Th rise in inflation is purely due to the policies adopted by the Govt like encouraging Speculative Trading (Futures Trading etc), improper monitaring of production of food grains and steep hike in Petrol. In case of rise in petrol price the govt gives the lame excuse of global pressure. Even if we take that into consideration 1 Barrel is costing say 140 dollars then the cost of 1 Litre petrol will be Rs 28 only. But this govt is charging Rs.54 (HYD), that means double taxation and instead helping the poor public the govt is trying to earn profit. So please do not link the inflation to our salaries or arrears. SO IMMEDIATELY IMPLEMENT THE MODIFIED RECOMMENDATIONS OF VI CPC.

    whether the pay comission is implemented or not but the due of DA 8% has to be released w.e.f. 01.07.08. This can not be stopped by any government. The government will have to implement the 6th PC after lot of lower and middle level officers/employees over expressing unhappyness. What is the use after lot of unwanted /unpleasant situation it is going to be released.

    Too much late, it is tantamount to refusal only in other words delayed means denied only. Anyhave 80% CGS expressing their unhappyness over delay which will be definitely have impact of the government functions in the near future without showing any agony in day to day work. Let the government takes in own time. Time will prove the ability of Govt. Servants.

    It is very hard for a honest employee to survive in the event if he has not been paid accordingly in the new pay commission. Are we living in the society where “Jungle Raj” is working? After all the big fishes will survive easily and people of low income & grade will have to suffer if they do not want to loose the way of honesty.

    Some sources say that the DA due from 1-7-2008 is 7%.But Mr.Chandra says it is 8%.Which one is correct?
    If 8% is correct, the DA on the Revised Scale will be 31% [ 47%+8%-24%[Merged with Pay as on 1-1-2006] as on 1-7-2008 according to my calculation.
