Antony urges PM to address forces’ pay panel demands

As the armed forces have refused to take their salaries recommended by the pay panel unless their “core issues are addressed, Defence Minister A.K. Antony has written to Prime Minister Manmohan Singh to take their demands into consideration.

Antony’s letter comes after the three services’ chiefs put their foot down and sought redressal of their demands pertaining to the Sixth Pay Commission.

Antony last week strongly recommended that the prime minister and the finance minister (P. Chidambaram) consider the four issues raised by the forces, a defence source said Monday.

The reviewed report of the Sixth Pay Commission has upgraded the civilian and paramilitary counterparts of officers of the rank of lieutenant colonel and equivalent to a higher pay band.

As a result, civilian officers who were in the lower pay bracket and were hitherto drawing lesser pay than lieutenant colonels and officers of equivalent rank would now draw a higher basic salary.

The armed forces have been contending that these core issues would affect the joint operations of the armed forces and paramilitary forces.

The report of the Sixth Pay Commission, headed by Justice (retd) B.N. Srikrishna, was submitted to Finance Minister Chidambaram March 24.

It led to protests from both civilian and defence personnel, following which the government appointed a committee under Cabinet Secretary K. Chandrashekhar to study the various demands for financial corrections.

    WHAT ABOUT X GP SGTS/HAVALDARS WHETHER ANY CONSIDERATION ON HIGHER PAYBAND FOR THEM AND WHY PBORS ARE PAID LESS GRADE PAY THAN CIVILIANS. I REQUEST THE RM AND COSC TO LOOK INTO THIS ANAMOLIES AS WELL.

    It is just not understood that what is wrong with Ltcol placed in PB3 ,ALL other officers of same status ie second in command in paramilitary forces and other officers in scale of 12000-16500 are also placed in PB3 . ARMY IS MIXING THE ISSUE ,rank pay is nothin but rank pay like NPA and now MSP, PLEASE dont considre that LTCOL is senior to SE/ sECOND-IN -COMMAND/COMDT(JG).

    There appears to be a lot of confusion as well as misinformation:-

    1. Who are the paramilitary-equivalent of Lt. Cols?
    They are called 2I/C (a rank in CPOs). The scale of 2I/C was the similar to that of the Commandant as compared with Commandant (Selection Grade). Commandant (Selection Grade) was the equivalent of Col. Therefore, the 2I/C rank is itself a degraded rank for CPOs. So the paramilitary officers are in the same boat as the army officers!!

    2. What about the time scale provided to the military which makes military officers LtCols in 11 / 13 years, whereas their paramilitary counterparts have to lag for decades?

    3. The paramilitary have tougher duties and no peace stations.

    4. Officers in CPOs, newly – recruited this year (through UPSC) cannot expect more than 1 or 2 promotions in their entire career, such is the stagnation in the paramilitary such as BSF. They will never reach PB4; so, who will speak for them?

    5. Check the perks / facilities of the army officers. They paramilitary are very poor cousins.

    6. The newly-recruited paramilitary do not even get proper pension, unlike in the army!!

    7. The DGs of the paramilitary are not paramilitary officers (IPS officers), so nobody can understand their plight.

    8. Army officers should have some heart when they mention “paramilitary” parity. There is no parity. Army is way ahead in terms of pay and perks !!

    RAW DEAL TO MEDICAL DOCTORS OF ARMED FORCES MEDICAL SERVICES:-MED DOCTORS IN CHS AND CGHS HAVE BEEN GRANTED DYNAMIC ACP SCHEME EXTENDED UPTO SENIOR ADMINSTRATIVE GRADE(GRADE PAY OF RS10000 IN PB-4)FOR THOSE HAVING 20YEARS OF REGULAR SERVICE. ALSO ALL MED DOCTORS IN ORGANISED SERVICES OR HOLDING ISOLATED POSTS ARE COVERED BY DACP.(PARA 12 OFMINISTRY OF FINANCE,DEPT OF EXPENDITURE RESOLUTION NO1/1/2008-IC DATED 29AUG2008) MED DOCTORS OF AFMS CAN ONLY REACH THE RANK OF ‘LT COL’ IN 20 YRS SERVICE WHICH IS IN PB-3 WITH GRADE PAY OF RS7600 ONLY AS PER THE RECCOMENDATIONS OF THE 6TH PAY COMMISSION.MED DOCTORS OF THE DEFENCE FORCES WORK UNDER SEVERE CONDITIONS OF SAICHEN GLACIER , HIGH ALTITUDE LOCATIONS,CI OPERATIONS ETC AS COMPARED TO THE CIVILIAN COUNTERPARTS.HTIS HAS LED TO A SEVERE LOWERING OF MORALE IN THE MILITARY DOCTORS AND MOST ARE PLANNING TO LEAVE FOR THE WELL PAID PRIVATE SECTOR.THIS GROSS ANOMALY CAN BE CROSSCHECKED BY YOUR SUPPORT STAFF AND BE PUT UP TO THE COMMITTEE OF MINISTERS GOM.
