Conveyance Allowance and Travelling Allowance

Department of Expenditure, The Ministry of Finance has issued office memorandum related to the acceptance of sixth pay commission recommendations on Conveyance Allowance and Travelling Allowance.

    For the people whose basic was 16400 or above in 5th cpc, Daily allowance in cities like Bangalore was 260. Now it is 300. What a big deal?
    Similarly for some people, earlier they were getting 230 but now 200.

    The grade pay has been changed almost in every scale, still it is sorry to make any comment towards the scale of Vth Pc Rs 7450-11500/- which is unchanged i.e Rs 4600/- that may please be look into like other department of similar scale.

    The supervisor ( JEs, SE,SSE) specially in Railway service working in open line stream they do not get any extra allowances though they have to discharge their duty almost everyday and even in open sky also. Favorable consideration may reduce their grievance and workforce will increase.

    Please let me know the ACP Scheme for UDCs working in the PS of 4000-100-6000, who have completed 10 years as UDC as on 26.01.2006, what will be pay fixation in ACP scale <

    I have gone through the Rule 8 Type of LTC for new fresh recruits of OFFICE MEMORANDUM of F. No. 31011/4/2008 Estt. (A) dated 23rd September 2008 (Department of Personnel & Training, Ministry of Personnel, Public Grievances & Pension) and Page No. 357 of Swamy’s Handbook 2009, in which it is stated that “Fresh recruits to Central Government are allowed to travel to their hometown along with their families on three occasions in a block of four years and to any place in India on the fourth occasion. This facility is available to the employees only for the first two blocks of four years applicable after joining the Government for the first time. The blocks of 4 years will apply with reference to the initial date of joining the Government even though the employee changes the job within Government subsequently. The existing blocks will remain same but the entitlements of the new recruit will be different in the first eight years of service. All the other provisions concerning frequency of travel under LTC are retained.” And in the same Swamy’s book on Page No. 355, it is written under the heading 1. Eligibility, “Any employee with one year of continuous service on the date of journey performed by him/his family is eligible.”

    Reason of Doubt: If fresh recruits are eligible to claim LTC in the first year before completion of one year in service. This seems a contradiction to the new Rule 8 Type of LTC in which states that “fresh recruits are allowed to travel to their hometown along with their families on three occasions in a block of four years and to any place in India on the fourth occasion. This facility is available to the employees only for the first two blocks of four years applicable after joining the Government for the first time.”

    Now, first my query is that whether I am eligible to claim LTC facility for hometown in 2009, where I have availed a LTC for any where in India in same year 2009 and another home town ihad availed for 06-07. I have joined office as on 18 th Aug 2006 at forenoon i.e yet to complete block year of service 06-07 and 08-09. Can I availed the LTC home town and Anywhere in india in same year. if not what are the clarification for the three occasion .
