OM : EL encashment along with LTC

Office Memorandum has been issued regarding encashment of earned leave along with Leave Travel Concession while in service. The memorandum says that
1. The Government servants are permitted to encash earned leave upto 10 days at the time of availing Leave Travel Concession subject to the condition that earned leave of at least an equivalent duration is also availed of by the Government servant simultaneously. This Department has been receiving a number of references from various faced by them as the facility of LTC is also admissible while availing Casual Leave.

2. The matter has been examined in this Department in consultation with the Ministry of Finance and it has now beendecided to permit Government servants encashment of earned leave upto 10 days and the nature of leave availed while proceeding on LTC.

3. These orders shall take effect from the date of issue. (3 June, 2009)

    I AM AVAILING C/L IN THE LTC ONLY 5 DAYS AND ENCASHMENT 10 DAYS IN THIS CASE . PLEASE TELL ME ABOUT THIS PROBLEM.

    First remember casual leave is not a regular leave and tell me in which Govt.department there is facility of encashing CASUAL LEAVE. Govt.Order in this regard is quite clear………

    For calculating the amount due for the encashment of earned leave our office has taken the number of days in a month as 31 since the facility was availed in the month of December. By the same rule a person availing the facility in February will get more money than a person availing the facility in January, which sounds absurd. I find that the the fomula for computing encashment fo earned leave at the time of retirement is (monthly salary/30)*number of days of EL to be encashed.

    Is there a clear cut order which says that the number of days in a month that should be taken while computing the amount due while encashing the EL with LTC is
    30?. If there is any, please send me the details so that I can pass them to the administration.
