Non-Productivity Linked Bonus (Ad-hoc bonus ) the year 2008-2009.
Written by Administrator on August 30th, 2009The grant of Non-Productivity Linked Bonus (Ad-hoc bonus ) equivalent to 30 days emoluments for the year 2008-2009 to the Central Government Employees in Group C and D and all non-gazetted employees in Group B, who are not covered by any Productivity Linked Bonus Scheme has been sanctioned. The Calculation ceiling of Rs.3500/- remain unchanged. The payment will also be admissible to the Central Police and Para-military Personnel and Personnel of Armed Forces. The orders will be deemed to extended to the employees of Union Territory Administration which follow the other bonus or ex-gratia scheme.
2. The benefit will be admissible subject to the following terms and conditions:- (i) Only those employees who were in service on 31.3.2009 and have rendered at least six months of continuous service during the year 2008-2009 will be eligible for payment under these orders. Pro-rata payment will be admissible to the eligible employees for period of continuous service during the year from six months to a full year, the eligibility period being taken in terms of number of months service (rounded off to the nearest number of months)
(ii)The quantum of Non-PLB (Ad-hoc bonus) will be worked out on the basis of average emoluments/calculation ceiling which ever is lower.To calculate Non-PLB(Ad-hoc bonus)for one day ,the average emoluments in a year will be divided by 30.4(average number of days in a month)This will there after be multiplied by the number of days bonus granted. To illustrate, taking the calculation ceiling of Rs. 3500/-(where actual average emoluments exceed Rs. 3500X30/30.4=Rs. 3453.95 (rounded off to Rs.3454/-)
(iii)The casual labour who have worked in offices following a 6 days week for at least 240 days for 3 years or more (206 days in each year for 3 years or more in the case of offices observing 5 days week ) be eligible for this Non-PLB (Ad-hoc bonus) payment. The amount of Non-PLB (Ad-hoc bonus) payable will be Rs.1200×30/30.4 i.e.Rs.1184.21 (rounded off to Rs.1184/-) Incases where the actual emoluments fall below Rs.1200/-p.m.,the amount will be calculated on actual monthly emoluments.
(iv) All payments under these orders will be rounded off to the nearest rupee.
(v)The clarificatory orders issued vide this Ministry’s OM No.F.14(10)-ECooRD/88 dated 4.10.1988, as amended from time to time, would hold good.
3. The expenditure on this account will be debitable to the respective Heads to which the pay and allowances of these employees are debited.
4. The expenditure on account of Non-PLB (Ad-hoc bonus) is to be met from with in the sanctioned budget provision of concerned Ministries /Departments for the current year.
5.In so for as the persons serving in the Indian Audit and Accounts Department are concerned , these orders are issued in consultation with the Comptroller and Auditor General of India.

Clarification is requested from experts whether Private Secretaries are also eligible for Bonus as per the above office order.

Dear Srinivasan whether you belongs to PS-I or PS-II. If you belongs to PS-II then you will get Bonus if Your are PS-I i.e. Gazetted sorry every month you people are getting Bonus without doing any job now a days all the PS-I work will be done by the Jr. Stenos. It is seen in every workplace that Jr. Stenos are more efficient than PS(Gaz).

I am a state government employee (group B non gazetted) presently on deputation to CPO (Central Police Organization)
in the same rank.
On beinig relieved form the parent department on 30/09/08(AN), I have joined the CPO on 16/10/08(FN) after
availing the admissible joining time. In the parent organization as a government policy the group D & C staff only were
paid bonus.
Now pse clarify whether I am entitled for non-productive bonus?

I am in central government service. I am a Gr. B non gazetted servant. I was in the scale of pay Rs 5500 – 175 – 9000. I was I ACP as per V CPC and was given the scale of pay of Rs 8000 – 275 – 13500 w.e.f 1.3.2000. I was reverted to the scale of pay of Rs 6500 – 225 – 10,500 w.e.f 1.4.2006 as the dpt. forgot to split our cadre into Gr I & II as per the recommendations of V CPC. The reversion was contested in CAT and ultimately in the form of Civil appeal in the Hon Supreme Court. G.O.I stopped adhoc N.P.L.Bonus w.e.f 1.3.2000 and continued to deny bonus.Is the action of Food & Nutrition Board, M[O W&CD, G.O.I is justified in denying bonus to a Gr B N.G.O when ACP rule clearly says that ACP shall not changfe the status of the official irrespective of the scale of pay granted under ACP?
